Town Manager's Office
The Town Manager’s Office is responsible for overseeing the daily operations of the Town of Bloomfield and implementing policies established by the Town Council. Alvin D. Schwapp, Jr., serves as the Town Manager. With a distinguished background in the police and armed forces, Mr. Schwapp brings leadership, discipline, and a sense of purpose to his role.
Guided by his motto, “One Team, One Fight” he is committed to fostering a community where equity, respect, and accountability are at the forefront of everything the Town does. Under his leadership, Bloomfield strives to deliver exceptional public services and ensure all residents feel a shared sense of belonging.
Key responsibilities of the Town Manager include developing and executing the annual operating and capital budgets, overseeing the performance of Town Departments, and keeping the Town Council informed on Bloomfield's financial condition and evolving needs.
Alvin D. Schwapp, Jr., is a first-generation American, born of Jamaican and Guatemalan descent. He is a native New Yorker and moved to Hartford as an infant. In 1979, Al moved to Bloomfield, CT.
Throughout his military and civilian careers, Al has served in over 30 leadership assignments.
Al joined the Bloomfield Police Department (BPD) in 1994 as a patrol officer and was subsequently promoted to sergeant and later became the first African American lieutenant in the history of the BPD. He commanded all three divisions (Patrol, Support Services, and Professional Standards) before retiring in 2011.
After retiring from BPD, Al continued to have ties to Bloomfield. He is a past President of Bloomfield Access Television, a past Board member of the Bloomfield Early Learning Center, and has served as a Guest Speaker for Bloomfield’s Memorial Day Parade on two occasions.
Al’s return to Bloomfield was motivated by his desire to give back to Bloomfield, for he recognizes the success he has achieved in his life was due to the solid foundation he had growing up and living in Bloomfield.
