In a council-manager form of government, authority is divided between the Town Council and the Town Manager, ensuring a balance of leadership and administrative efficiency.
  • The Town Council is the legislative body elected by the residents. Council-approved policies reflect the vision, goals, and priorities of the community. These policies serve as the official framework for governance, such as adopting local laws (ordinances), approving budgets, and setting long-term strategic objectives. The Council’s decisions guide the overall direction of the town and establish the priorities that the Town Manager and staff must implement.
  • The Town Manager is appointed by the Town Council and serves as the chief executive officer of the town. The Town Manager’s role is to execute the policies and priorities established by the Town Council. This includes developing administrative policies, overseeing daily operations, managing departments, and ensuring resources are used efficiently. The Town Manager may also propose initiatives, but final approval rests with the Town Council.
